Resolution 84 - Change of WG 3 convenor

ISO/TC 211 regrets Mr. Les Rackham's resignation as WG 3 convenor and thanks him for the excellent work and his personal dedication to the work of WG 3 and ISO/TC 211.

ISO/TC 211 welcomes and accepts the nomination from the United Kingdom of Mr. Neil Smith as the new convenor.

Resolution 85 - Resignation of WG 5 convenor

ISO/TC 211 regrets Mr. Kees W. Wevers' resignation as WG 5 convenor and thanks him for the excellent work and his personal dedication to the work of WG 5 and ISO/TC 211.

Until the next plenary meeting in Kyoto, the chairman, Mr. Olaf Østensen will convene WG 5.

Resolution 86 - Project leader of 15046-4 Geographic information - Part 4: Terminology

ISO/TC 211 welcomes and accepts the nomination from the United Kingdom of Mr. Martin Ford as project leader of 15046-4.

Resolution 87 - Free availability of ISO 15046-4 Geographic information - Part 4: Terminology

ISO/TC 211 instructs the secretariat to request the ISO Central Secretariat to allow free availability of ISO 15046-4 Geographic information - Part 4: Terminology in order to inform and prepare the international geographic community for the future availability of ISO 15046. ISO/TC 211 suggests to the ISO Central Secretariat that such free availability of ISO 15046-4 Geographic information - Part 4: Terminology would encourage the development of a common terminology within the International Geographic Community and promote the adoption and enhance the future sales of ISO 15046.

Resolution 88 - Free availability of ISO 15046-2 Geographic information - Part 2: Overview

ISO/TC 211 instructs the secretariat to request the ISO Central Secretariat to allow free availability of ISO 15046-2 Geographic information - Part 2: Overview in order to inform and prepare the International Geographic Community for the future publication of ISO 15046. ISO/TC 211 suggests to the ISO Central Secretariat that such free availability of ISO 15046-2 Geographic information - Part 2: Overview would provide a marketing tool which will enhance the future sales of ISO 15046.

Resolution 89 - French language version of ISO/TC 211 standards and reports

Due to lack of resources, ISO/TC 211 instructs the secretariat to ask the ISO Central Secretariat to allow the ISO/TC 211 standards and reports to be published internationally in English only, unless a French version is available in due course.

Resolution 90 - Liaison representative from ISO/TC 211 to the International Steering Committee for Global Mapping, ISCGM

Referring to the Beijing resolution 74, ISO/TC 211 welcomes and accepts Japan's nomination of Mr. Kazuo Inaba as the liaison representative to the International Steering Committee for Global Mapping, ISCGM.

Resolution 91 - Cultural and linguistic adaptability

ISO/TC 211 recognizes the importance of cultural and linguistic adaptability and requests nations to review the relevant documents from ISO/IEC JTC 1, JTC 1/SC 35 and other sources (including national/regional requirements) and to provide comments to the secretariat by 1999-06-01.

ISO/TC 211 requests its chairman to compile these comments and prepare a summary for review by members prior to the 9th Plenary in Kyoto. ISO/TC 211 requests its chairman to convene during the meeting week in Kyoto a workshop to address the summary report on cultural and linguistic adaptability within ISO/TC 211.

Resolution 92 - Unique identifiers for encoding purposes

ISO/TC 211 accepts Canada's offer to resource the work to develop rules for the generation of unique identifiers for encoding purposes. As this work is related to ISO 15046-18 (encoding), the work should be done in close communication with the project team for 15046-18.

The work shall address the issue of cultural and linguistic adaptability, and be completed in time to be sent out one month prior to 9th ISO/TC 211 Plenary in Kyoto.

Resolution 93 - Forming ISO/TC 211 Model harmonization team

ISO/TC 211 recognizes the importance of model harmonization between the parts of 15046, and shall establish a Model harmonization team in accordance with document ISO/TC 211 N 696.

The result will be made available at the Kyoto meeting.

Resolution 94 - Co-operative agreement between ISO/TC 211 and the Open GIS Consortium, Inc.

ISO/TC 211 welcomes the satisfactory completion of the co-operative agreement between the Open GIS Consortium and ISO/TC 211, and instructs the secretariat to resolve the comments and to forward the document to ISO Council for approval.

ISO/TC 211 expresses its appreciation to Mr. John Rowley and Mr. Martin Ford for their work with the establishment of the agreement.

Resolution 95 - Terms of reference for the ISO/TC 211 / OGC co-ordination group (TOCG)

ISO/TC 211 endorses the terms of reference for the co-ordination group given in document N 697. The status of the co-ordination group and the terms of reference shall be reviewed after one year.

The co-ordination group shall begin its work as soon as possible, and shall in particular monitor progress on the development of new work item proposals reported by working groups at the 8th plenary.

All activities of the co-ordination group shall abide with the ISO Directives.

Resolution 96 - Identification of dependencies

Considering that ISO/TC 211 resolves to develop a new list of dependencies. All project team leaders or editing committee editors will extract the list of normative references (both within 15046 and externally) from the respective parts of the 15046 suite of standards and communicate these to the SWG-QC (Mr. Norman Andersen has kindly offered his assistance). Dependencies at the clause level that can easily be determined shall also be extracted. The model harmonization team is requested to document any dependencies identified as part of the harmonization process. The Quality Control Guidelines shall be updated as appropriate. The dependencies are to be organized, possibly in the form of a list or matrix, and distributed to ISO/TC 211 for review. This should be provided one month prior to the Kyoto Plenary.

Resolution 97 - Product specification

ISO/TC 211 notes that the scope of ISO 15046-6 allows for the definition of a template for the development of product specifications to be used in specifying the capture or maintenance of geographic datasets.

ISO/TC 211 asks working groups 3 and 5 to work together to develop such a template for inclusion within ISO 15046-6 Geographic information - Part 6: Profiles. This is an urgent requirement; both working groups shall present a report on feasibility and progress at the 9th Plenary.

Resolution 98 - Co-operation with class A liaison organizations

ISO/TC 211 invites the Digital Geographic Information Working Group (DGIWG) and the International Hydrographic Bureau (IHB) to consider the requirements for a co-operative agreement with ISO/TC 211, and to develop new work item proposals as appropriate.

ISO/TC 211 also invites other liaison organization to consider this issue.
